Agence Thaly International Tunisia developed and supported the implementation of the Health Behavior Change (HBC), Crisis Communication, and Community Engagement (CREC) Strategy for the introduction of the human papillomavirus (HPV) vaccine in Tunisia. This project was carried out in 2025–2026 on behalf of UNICEF Tunisia in collaboration with the Tunisian Ministry of Health.
The mission consisted of:
- Developing a baseline assessment through a qualitative study on the behavioral determinants of HPV vaccination in Tunisia.
- Developing the Health Behavior Change (HBC), Crisis Communication, and Community Engagement (CREC) Strategy for the introduction of the human papillomavirus (HPV) vaccine in Tunisia.
- Implementing the strategy through:
- The production of television and radio commercials.
- The creation of content for social media.
- Social and community monitoring regarding HPV vaccination.
- Training of trainers in communication about the HPV vaccine.
- Support at the regional and national levels for the implementation of the communication strategy.
- Quantitative evaluation of the impact of the communication strategy on HPV vaccination.

- Situation analysis report (literature review and qualitative survey) – March 2025
- Communication plans (advocacy, community engagement, and social mobilization plan; risk and crisis communication plan) – April 2025
- Train-the-trainer plan (including training manuals and implementation)
